Odisha Govt Employees Asked To Refrain From Influencing Transfers, Postings

The Odisha government on Monday warned its employees of action if they exercise influence in transfer and posting matters. In a letter issued by chief secretary Manoj Ahuja, all state government employees were informed that any form of direct or indirect influence to secure favorable transfers or postings would be considered a violation of government rules.

“The prohibition is grounded in Rule 23 of the Odisha Government Servants' Conduct Rules, 1959, which explicitly forbids government employees from using official or unofficial means to secure advantages related to their appointments, promotions, or any service conditions.” The chief secretary emphasized that transfers and postings should be based on administrative needs, merit, and established procedures, rather than personal influence.

This directive comes as a response to reports of some employees attempting to influence their postings, which the government sees as undermining the integrity of the system. By reinforcing the importance of upholding high ethical standards, the Odisha government aims to ensure fairness and discipline within its administration.

The letter also outlines that any violations of this directive will lead to serious disciplinary actions, signalling that the government intends to rigorously enforce this policy. Department secretaries and district collectors have been tasked with ensuring that all employees are made aware of this order and comply with the guidelines moving forward.
